Dr. Frank Kemerer to Deliver Sixth Annual Clements Lecture.  

"Judge William Wayne Justice's decisions on free public education for illegal immigrants and bilingual education."

COLLEGE STATION -- Judge William Wayne Justice and his judicial impact on public education in Texas will be addressed by Professor Frank R. Kemerer, official biographer of Judge Justice, in the sixth annual Clements Lecture on March 6 at Texas A&M University.
The lecture will be held at 2 p.m. in the Cushing Memorial Library and Archives. Kemerer will discuss primarily two key decisions by Judge Justice involving the free public education of children of illegal immigrants and bilingual education. Kemerer is Regents Professor of Education Law and Administration and director of the Center for the Study of Education Reform at the University of North Texas in Denton.
     He specializes in education law and policy and has published articles on parental rights, student and teacher rights, education contracts, collective bargaining, discrimination in education, religion and public education and related issues. Much of his research focuses on school choice, charter schools and vouchers. 
Kemerer oversees the Center for the Study of Education Reform, under whose auspices a four-year-study of private and public school choice in San Antonio was conducted with funding from the U.S. Department of Education. He is the author or co-author of 12 books including the Educator's Guide to Texas School Law and William Wayne Justice: A Judicial Biography.
      Named in honor of Gov. and Mrs. William P. Clements, the lecture is open to the public without charge. The Clements Papers are housed at the University Libraries.
